What goes wrong in houses here
Most plumbing arguments are about something nobody at the table has seen. These are three of them.
Los Angeles built most of its housing stock in materials that are now at or past the end of their lives. All three of the things below are ordinary, all three are still in the ground and in the walls in large numbers, and all three fail in ways that look like something else from inside the house.
Three things that are in a lot of houses here
A cast iron drain line does not block the way people expect. It closes up from the inside as the bore corrodes and scales, so the opening gets smaller every year until anything ordinary catches in it. Clearing it is real work that buys real time, and it is not a repair.
Galvanized supply pipe does the same thing on the clean water side. Pressure drops, hot water browns, and fixing one section is followed by the next section. Copper and PEX are what usually goes back in.
The anode rod inside a water heater is a sacrificial part: it corrodes so the steel tank does not. While it is there the tank is protected. When it is gone, the tank is next, and the first sign is usually water on the floor.

Why this matters before you get a quote
Every one of those three produces a symptom that a cheaper explanation also produces. A slow drain is a blockage until somebody looks at the pipe. Low pressure is an aerator until it is the whole run. Lukewarm water is a thermostat until the tank fails.
The difference between the cheap explanation and the real one is usually somebody looking, which is why looking first is the thing this company is built around.
